The Critical Distinction: Individual capability assessment remains unchanged in both sequences (Step 3). What changes is the prior step - context analysis determines what the assessment evaluates - and the final judgment - fit evaluation rather than ranking. The intervention is a change in sequence and calibration, not a replacement of the assessment tools.
